What should you insulate first in a Virginia home?
Start with a professional assessment of the house's insulation, air leaks and moisture, then compare the attic, exposed floors and walls as separate projects. An accessible, poorly insulated attic is a useful first candidate, but water damage or an unsuitable crawl-space design can change the order. Ask a qualified contractor for a written assembly-specific scope, with local code requirements and safety work resolved before installation.

Where is the boundary of the heated and cooled house?
The building envelope separates living space from outdoor conditions and unconditioned spaces. Insulation limits heat flow through that boundary. R-value measures resistance to heat flow; the material and thickness matter, so the product label belongs in your project records. DOE explains these principles in its Energy Saver guide.
Ask the assessor to mark that boundary on a simple section drawing. Does it follow the attic floor or the roof? Does it pass beneath the first-floor rooms or around the crawl-space walls? Where does an addition meet the original house?
This drawing is more useful than a recommendation to put insulation everywhere. It gives each quotation a defined surface. An upstairs bedroom's ceiling and an attic roof slope are different assemblies, even when the salesperson calls both an attic job.
Virginia's heating and cooling seasons make both winter comfort and summer performance relevant. Treat a broad description such as mixed-humid as background, not a specification. Ask the assessor which local climate information and existing construction support the design. A statewide article cannot choose a vapor-control layer or insulation target for an unidentified wall.
How should you rank the possible projects?

Ask for a reason whenever a contractor puts one assembly ahead of another. A useful answer points to an observed condition. An unsupported answer merely repeats the product's advantages.
For example, an attic with documented gaps and straightforward access deserves comparison with a wall project that requires opening finished rooms. If those walls are already being opened during a renovation, the comparison changes. Access is part of the decision; it is not proof that either project will deliver a particular payback.
What makes an attic quotation complete?
For a vented attic, DOE's Building America Solution Center describes insulation at the attic floor, preceded by inspection and air sealing. Its blown-insulation guide also addresses roof repairs, bathroom exhaust discharging outdoors and baffles that preserve ventilation paths above the insulation.
Ask the installer to identify the existing material, proposed product, coverage area and final installed target. Have the quotation distinguish insulation added from the final total. Request an explanation of treatment at the eaves, hatch and any areas omitted from the work.
Electrical hazards, hot flues, light fixtures and combustion-air openings need specific professional treatment. Leave electrical alterations to a qualified licensed electrician and combustion work to the appropriate qualified trade. Do not enter an unsafe attic or disturb materials to obtain measurements yourself.
If one bidder proposes insulating the roofline and another the attic floor, pause the price comparison. Request the design explanation for each boundary, including moisture and equipment implications. These are different projects; a material name alone does not explain the difference.
Can you keep the old insulation?
Age alone is not a disposal specification. Ask the contractor to document what exists, its condition, what must move for access and what can remain. Separate necessary removal from a general replacement recommendation.
Suspected vermiculite requires a different response. EPA says to assume vermiculite insulation contains asbestos and leave it undisturbed. Do not scoop it aside, vacuum it or open walls to investigate. Work that would disturb it belongs with a professional asbestos contractor. Resolve that scope before ordinary insulation work begins.
Request photographs taken safely by the professional, an explanation of the removal decision and a separate disposal allowance where applicable. You should be able to tell which charge buys better thermal coverage and which addresses an existing material problem.
Should you insulate the floor or the crawl-space walls?
These approaches place the crawl space on different sides of the home's thermal boundary. Where the floor remains that boundary, DOE's floor-insulation guidance calls for insulation in contact with a continuous air barrier. A quotation should address gaps and support, not simply replacement batts.
A closed, insulated crawl space instead brings the enclosure within a designed system. Building America's unvented crawl-space guide addresses ground-moisture control, perimeter insulation, air sealing and conditioning. It also flags code considerations including combustion safety, radon, pests, flood prevention and protective coverings for foam.
Ask who is responsible for moisture management after installation and how the selected approach will be maintained. A proposal to close vents needs a complete explanation of the resulting enclosure. Do not close them independently or assume insulation will resolve standing water, mold or damaged wood; those conditions need professional assessment and correction first.
For a cold room above an unconditioned area, request a drawing showing insulation and air-barrier continuity beneath that room. This turns a complaint about cold feet into a location the contractor can address and document.
When do exterior walls deserve priority?
Walls warrant investigation when the assessment finds a defect or when renovation creates access. DOE identifies re-siding as a useful opportunity to add continuous exterior insulation in its insulation and air-sealing resource. Cavity filling and continuous insulation are different approaches; ask which one is proposed and why.
Request a wall section, not just a material brochure. Have the designer identify the existing layers and specify the proposed insulation, air control, water management and finish restoration. Ask how the work meets windows, doors, the roof and the foundation. Those junctions belong in the scope rather than becoming decisions made after the wall is open.
For an older masonry house, ask for an assembly-specific assessment before authorizing a generic cavity-fill package. If the contractor has not established what is inside the wall, record the investigation as a prerequisite and agree how unexpected conditions will be priced.
What comes before buying insulation?
DOE's whole-house weatherization approach considers the enclosure, equipment and health and safety together. Its work includes combustion testing, ventilation and moisture assessment; it explicitly explains why insulating beneath a leaking roof is ineffective.
Put necessary repairs ahead of covering the affected construction. Ask who will clear the house for the proposed work, what inspections or tests are included and whether another trade must finish first. A schedule that names these dependencies is easier to manage than an installation date with unresolved conditions attached.
The Virginia Uniform Statewide Building Code also applies to relevant work on existing buildings, and local building departments enforce it. Contact your local office with the actual proposed scope to establish applicable requirements, permits and inspections. Do not treat a national recommendation table as the final approval for your address.
How do you compare contractor quotes fairly?
Virginia's DPOR contractor guide recommends checking license status and disciplinary history and obtaining written estimates from at least three contractors. Ask about differences instead of assuming either the lowest or highest price represents better value.
Send each bidder the same scope questions:
- Which measured areas are included, and which are excluded?
- What product, installed target and preparation are included for each assembly?
- Which repairs and specialist work must happen first, and who pays for them?
- What work will be photographed before it is concealed?
- Who handles permits, inspections, cleanup and finish repairs?
- What constitutes completion, and how are changes authorized and priced?
These are our suggested comparison questions. Keep each answer beside the quoted price. If one estimate omits air sealing, hatch treatment or required repair work, ask for a comparable version before choosing.
For proposed energy savings, request the baseline and assumptions in writing. Also ask your utility about current assessment or improvement programs before committing. Keep an incentive assumption separate from the underlying contract price until eligibility is confirmed.
At handover, collect the final scope, product details, photographs and agreed inspection or testing records. Check the rooms that prompted the work and keep notes through both heating and cooling weather. Bring unresolved comfort issues back to the assessor using the same room-by-room record from your home energy audit.
A useful insulation project leaves you with more than a covered surface. It leaves a clear record of the defect addressed, the assembly completed and the checks performed.
